Does the CE version of the gateway only support global rate limits?

I followed one of your tutorials where I create an API, and applied access. The example clearly set a rate limit for the API, however, when you get the /tyk/apis. it clearly had the global set to 0 for 0

No, you can add rate limits at the Policy and API level.

Policy Level: Secure an API (tyk.io)
API Level: Global Rate Limit (tyk.io)
