Can I add tyk-ce nodes to licensed dashboard without node count restriction?

All tyk gateways are open source, there is no other version.
Running a gateway without a dashboard is called a CE deployment. It’s not a different gateway. All users of Tyk, whether huge enterprise or home developer, use the same gateway 
The Tyk dashboard is licenced according to the number of gateways attached.
So you need a licence that corresponds to the number of gateways attached.
