Different API Catalogue for developers

**Do you want to request a *feature* or report a *bug*?** feature **What is th…e current behavior?** Currently on developer portal all registered users will be able to access all active policies. So any user can request access to any of the available policies from portal. **What is the expected behavior?** Adding a feature to load api catalogue based on user role/criteria. **If the current behavior is a bug, please provide the steps to reproduce and if possible a minimal demo of the problem** **Which versions of Tyk affected by this issue? Did this work in previous versions of Tyk?**
