I installed the latest via Ubuntu repos - seems Dashboard latest is 1.3.9?

Ahh - got it. Gateway is at 2.3.8, Dashboard is at 1.3.9

Seems all the pieces have different release streams (and version numbers).

They do - though we try to keep the patch numbers in lockstep. But this lets us release patches for components instead of the whole stack.
