Quota and Rate limit sharing across multiple keys

Is there a way to share quota and rate limits across multiple keys?

I understand that organizations provide just this, but that involves creating an api spec for each organization which doesn’t seem the right way to go if the api spec, other than the org_id, is exactly the same for all organizations.
